Federal rules also require refrigerant recovery before fridges, freezers and window AC units are disposed of.

Open trucks and trailers hauling loose material must be covered unless nothing can fall or blow out. Loads that can shift or roll must be chained or strapped; violating that is a misdemeanor with fines up to $750 and up to 30 days in jail.
The cover rule is VTL § 380-a. The shifting-load rule is VTL § 377, with fines of up to $100 for a first offense, $350 for a second and $750 after that.
