South Carolina rules and programs
Scrap tire disposal rules
YesWhole waste tires may not be landfilled. Each county must establish approved waste tire accumulation sites and may not add a fee for tires generated in the county (oversize tires excepted). A $2 fee is charged on each new or used tire sold.

Secured load law
YesLoads may not drop, sift, leak or escape. Loads of rock, gravel or stone, and garbage or waste headed to a disposal site, must stay 6 inches below the walls or be covered. Breaking those load rules is a misdemeanor with a $100 fine.
