    Whole tires may not go into a landfill unless shredded or split, and tires may only go to permitted tire facilities, collection centers or permitted landfills. Retailers charge a $3 rim removal fee per new tire ($1 per used tire) and may charge no other removal fee.

    No vehicle may be driven unless it is loaded so nothing drops, sifts, leaks or escapes. Open beds hauling sand, gravel or rock on paved roads must be covered with a fastened cover; beds built on or before Sept. 30, 2001 may keep 6 inches of freeboard instead.
