    Landfilling whole scrap tires is prohibited. Every county must provide at least one scrap tire disposal site and generally may not charge a disposal fee for tires from North Carolina.

    The tire-origin certificate is not required when someone other than a tire collector, processor or hauler brings five or fewer tires.
