Arkansas has no paint stewardship law, so there is no PaintCare network of free paint drop-off sites (PaintCare runs programs only in 12 states and DC). Ask your local household hazardous waste program what paint it takes.
EPA lists paint among household products that can contain hazardous ingredients and points people to local household hazardous waste collections instead of drains or, in some cases, the regular trash.

Car (lead-acid) batteries are banned from Arkansas's trash and landfills. Stores that sell them must take your used battery when you buy a new one; without a trade-in you pay a $10 deposit, refunded if you bring the old battery back within 30 days.
For household batteries, EPA says alkaline ones can usually go in the trash, but take rechargeable, lithium and button batteries to a battery drop-off or household hazardous waste site.
